It would be really easy to slish slash Falst into some ribbons but Kendal isn’t about that, but he isn’t dumb either. Falst isn’t the one behind the chimeras and I’m sure of that, and I know Kendal is sure of it also.
Unrelated, but I have a theory on how they repair Kendal’s clothes so quickly: since Vash incarnated with them on, they have some of the healing abilities that Kendal now has, just less since they aren’t attached to him.
This doesn’t explain how they clean them so quickly, though.
