The real challenge with adding more magic users is a question of necessity. Since we already have Erin, there needs to be a reason to add another magic user whose powers Erin already has. But Red’s smart, so she probably already thought of this.
Erin might kind of be like Aang at the end of TLA, in that although he learnt to use all of the elements, one would probably be hard pressed to say that airbending was the element he used the most and knew the best and probably favoured using casually most over the others. Of course Erin seems the geeky sort, so he may have practised relentlessly with all the elements, but we so far have only seen him use two elements, so he may prefer one over the others. We’ll see if that theory works out.
The other element to that is he may be more of an intelectual magic user. Great at disspelling curses or figuring out how a magical device or artifact works, but not so well practiced at combat magics.

So, summarizing, a lightning dragon was hiding in the the lightning sector of the storm, minding its own business, when at one point it saw golden Undyne and decided to attack her …but why did she venture in the wasteland in the first place?
…Golden Undyne? I don’t think this lady is anywhere near that level of jaded and aggressive, she’s busting out the sweet moves out of necessity and self-defense
Wait, I just realized… if there was a territorial dragon hiding in the lightning sector, how did Erin not run into it on his expedition? Was The Storm just that big, or could the dragon not see the glowy Elemental Magus through all the bolts?
Well partially the storm might be that large. Possibly the reason Kendall and Alinua came within distance of Erin so quickly was because of their mounts. Our golden lady here probably didn’t leave Windscrest too long after them, but she was on foot so she was a greater distance away from the initial explosion. Also bear in mind that when Erin passed through the lightning sector was quite a while ago, and he may have not even passed through the area that the dragon claims to dominate. And if he did, the constant lightning storm probably went some way to obscuring his presence, also the dragon probably would not have expected anything besides itself to be that deep within the storm, so it wouldn’t have bothered to keep its eyes open and alert.
One has to question what Golden lady is doing out here in the first place. Windscrest is now (thankfully) doing fine and has food and habitation, and in spite of the obvious lack of a once magical, deadly storm, there’s also the question of what caused the storm to stop. As far as I can tell, Golden lady probably left Windscrest to follow Kendall and Alinua, since their presence in the town was no secret from the start or finish and they certainly displayed some wacky stuff to rouse curiosity. Why she’s following them I could not be certain, but I can’t think of any other particularly good reason for her to be out in the wastelands, no doubt shortly after the main duo left themselves as it’s still bright out.
I expect the rain and lightning is just to add effect and hint at what sort of element she messes around with. Assuming Red had figured out the dynamics and workings of the storm at this point, she wouldn’t have drawn the rain. There’s no rain in the lightning sector of the storm. The only actual rain is in the water sector.
True, it may just be an artistic license, but Red has been planning this for ages… it still doesn’t excludes the fact that other mages ventured here in the past, as Erin stated in his conversations; also, elemental corruption may explain how did she get that scar on her neck (which was present on the Windcrest drawings).
Maybe I’m overanalyzing this stuff?, I just need to sit back and wait…

Quite the display of lightning powers, decking a dragon in the jaw, bringing overwhelming lightning to the ex-lightning sector and great dexterity, maybe even flight, all without visible rune tattoos. Could you go as far as saying she’s a “golden girl”? (distant boos)
I wonder if lightning magic is especially strong with this subspecies of human, playing on how metal is a great conductor of electricity. By that logic maybe they have a fair few fire mages too.
