I don’t know if it’s a deus ex machina situation. Lady Ilia hasn’t solved anything let and she’s shown up due to Kendal’s attempt to actually do something.
…what is up with Erin’s eyes?

Not necessarily their deity, as it’s said that she’s the goddess of a lake and river valley. Unless the lake is particularly deep, I don’t think there will be merfolk residing within her domain.
On top of that, there’s more than one settlement of sekrai and/or merfolk (you said THE sekrai and merfolk population, implying that there’s only one)

You are right, there’s probably more than one settlement, my assumption was that only one main body of water existed in this world (it was wrong, as we can see from the first pages of chapter 4 there at least a lake, some rivers, a swamp and something like a sea or an ocean?).
Still, considering how, for a deity to exist, there must be some individuals worshiping it (or fearing it) for a long period of time, the presence of a human settlement along the shores of that lake is certain; but if we look at the appearance of this goddess, especially at the ears, it somewhat resembles a fish like creature, so maybe there are other aquatic creatures worshiping her in that area?
Also this does not exclude the existence of more deities related to different settlements of this water-related-races, I said “a god”, not “the god”, maybe I should have worded my thoughts better (again English is not my forte).
Finally, I think I know why Lady Ilia has come here: as Windscrest is suffering without the winds from the storm, the lake may be drying up without the constant water supply bought by the eternal rain of that storm sector! Talk about climate change! (also if everyone dies/migrates from that area she will be rapidly forgotten and dissolve as well, so it’s probably in her best interests to rapidly find a solution about this problem).
Erin will have to explain a lot of things to the authorities and various deities after he gets exorcised…

I used to do that as a child. Lifeless, still, glassy-eyed, shallow breathing, the works. Once, when I was 6, I fell asleep so soundly and suddenly that my babysitter thought I had spontaneously died in the backseat of the car. I woke up the the sound of 1d3+1 stages of panic and grief happening simultaneously.

Kendall refers to Asera (the god of the city Erin is from) as a fledgling god, implying that the city of Asera is much younger than the city of Vash was until recent events (we know Vash is at least two hundred and seven years old). It’s quite reasonable to assume that he had picked up a decent bit of experience in that time and was well recognised. Plus Vash the God is the sort of character who’s hard to forget once you meet him.
Vash (the city) is actually probably a lot older than 207, considering it was already well established by the time Iras was born
I’m going to headcanon that Ilia has been through what Vash/Kendal has been through.
Maybe not under such extreme circumstances, but she’s been through the ‘had to incarnate a mortal form to deal with crap that her full goddess form couldn’t handle for whatever reason.’ phase.
I don’t think The Collector trashed her settlement(s)… I think this is just her incarnation, like what Vash did before he got his soul succ’d out of him

Vash reminds me of the PJO version of Apollo.
Through the use of her water powers Ilia maintains constantly flowing hair like she was underwater. Divine, water powered floof, lovely outfit she has too.
Also, ho boy, the dark dragon is possessing Erin again! (If he possessed Ilia would he become the Dank Dragon?)
TL;DR: Ghost lady is a goddes, knows Vash, knows Vashn’t isn’t Vash.
Alternate TL:DR: Flowing Floof is a goddess who knows Dad Floof, and thus is familiar with Sword Floof. Flowing Floof came to Deus Ex the sh*t out this Machina. Dark Floof make appearance
