I think he’s saying that he’s doing something the Academy wouldn’t approve of (making chimeras springs to mind), and assumes that Erin wouldn’t understand because if Erin did whatever-it-is, the Academy would just let him. That does seem to indicate that they may not be on the same wavelength, since Erin was asking WHY he’s making chimeras. Maybe Jolon doesn’t see the chimeras as a means but as the end – he’s making them just because he wants to or finds them interesting?
Jolon resents Erin because of his status as the Elemental Magus, a status that Erin did in no way earn. He was just born extremely lucky. For this reason the Academy is indulgent in Erin’s works, likely approving and maybe funding whatever he proposes simply because he’s the big E.M.
Meanwhile, Jolon is nothing special. He’s a standard life mage, not even particularly powerful if his reliance on lacrimas is anything to go by. The Academy might have forbidden or just not cared for his research, even though it clearly yielded impressive results. So now he’s here, continuing his experiments in the middle of nowhere.

It is starting to look like Jolon is making chimeras for the sake of making chimeras, instead of using them for an ulterior motive like cash. I’m honestly kind of surprised, but that’s mostly due to the fact that me following the money theory stems from my heavy anti-capitalism bias, so I didn’t think Jolon would be more of a mad scientist than a standalone CEO.
I’m sorry but to much of a pedantic nerd to not point it out, but you said a “mad scientist that’s attached to it’s Frankenstein,” when FRANKENSTEIN WAS THE DOCTOR, NOT EVEN THE DOCTER, THE COLLEGE DROPOUT, NOT THE MONSTER, a better description would be, a Frankenstein that’s attached to it’s monster, not a doctor attached to it’s Frankenstein. I was disappointed when Jolon turned out to be evil because I liked him so much, but somehow he manages to be adorkable and nerdy while still being a villain. I mean, like, he almost gets his head kicked off and he’s still focusing on the scientific and experimental implications of what attacked him? (*crack* “Ooh, interesting.”) Not to mention the fact that, as a very confused merman pointed out, Jolon named all his chimeras.
I am LOVING how we now have this villainous character that looks like a shy lil baby cinnamon roll. Usually when a character in media reveals theirself as evil, they either turn ugly or start making really crazy evil expressions. But here we have this guy just looking all sweet and innocent while trying to kill the main cast. A+ character design.
Two things of note: Falst looks like he’s trying to get the lacrima back instead of fighting Jolon directly, which is either very smart or very selfish. Secondly, the doctor talks to his lil monsters like they’re people or servants. Creepy.
His comments and actions thus far suggest he’s selfish or rather, self-centered. It wouldn’t surprise me if he’s only thinking of his goals. Either way though, getting the lacrima away from Jolon right now is for the best. Hopefully he won’t do anything too stupid once/if he gets it.
And as I said. Kendal is going to fucking kill him.

I’m also interested in what Lion-boi will do. His eyeing up of the chimera bear doesn’t look too hopeful so he can’t just grab the lacrima and go. With Erin and Alinua indisposed, he unwilling to destroy the lacrima and nowhere to run an alliance with Kendal seems to be his only option.
Actually I have a theory that the collector is somehow the previous elemental Magnus, stripped of her title and the officialness but still keeping at least a fraction, if not more, of her powers. Just hear me out for a second, she controls multiple elements, is powerful enough to take down gods and who knows what else, plus she can survive in the caves and Erin said that the elemental Magnus could do that. And the previous Elemental Magnus was a female. Like I said, just a theory
I thought that too! Remember, Erin specified that Elemental Magi (Maguses?) are super rare, with one being born every few hundred years. That is not the same as the Avatar Cycle, where there can be only one at once. It could be that an extremely rare cosmic dice-roll resulted in two Elemental Magi alive at the same time (also, the Collector is immortal so it’s easily possible that she was born hundreds of years ago, which is statistically much more probable).

1: We’ve seen her controlling numerous elements; so far life, stone, and water
2: Kendal specified that the last Elemental Magus, a woman, supposedly died 130 years ago
3: Lady Ilia told Kendal that The Collector started preying on nature spirits 100 years ago
If this theory is true, that means The Collector, while her Magus identity was still alive, found a way to stop aging, and shortly thereafter faked her own death and went into hiding, wandering the land capturing mortal souls. Eventually, she got ballsy enough to go after minor deities, and her exploits were only known in their entireties amongst gods or as ghost stories among mortals.

He was probably already closing on on Jolon before he noticed. It would have been worth it to go for a sneaky unarmed attack if it could prevent a full-on fight. He might even have been able to kill the spell-snek and enable Erin’s magic too.
