I think she’s just sulkily biting her cheek. It’s a not-uncommon anime face.

TL;DR: Oh dear, social interaction between multiple stressed people. Winged-floof confirms their identity and the guard lets Sword-floof keep his namesake while going to talk to the easily assassinated Magistrate. It’s okay, it’s a sentimental sword!
